In the 1990s, the street became student-dominated.

In 1993, some members from the “Anti-Poll Tax Group” came together to establish “Harcourt Road Watch,” aiming to improve the quality of life for everyone living on Harcourt Road. Initially, they had some street patrolling and street cleaning together. Initially, they conducted street patrols and street cleaning together. At one point, the group was portrayed as ‘vigilantes’ on the front page of The Star. All members thought that was such an exaggeration and somewhat misrepresentative.

1990年代,街道嘅住戶以學生為主。

1993年,部分「反人頭稅小組」成員組成「夏慤道監察」,希望改善夏慤道居民嘅生活質素。佢哋最初會一齊巡邏街道同埋清潔街道。有一次,巡邏小組上咗地區報紙The Star頭版,被譽為「治安隊」,街坊都覺得寫得太誇張、 報道有啲失實。
